Broadmeadow Locomotive Precinct / Transport Asset Holding Entity (TAHE)
Reimagining an underutilised heritage site into a connected, character-rich destination.
This is a pivotal site and significant opportunity to unlock a largely vacant and underutilised parcel of land for Newcastle and the wider region.
Located in a lower socio-economic area and currently disconnected from surrounding activity, the former Broadmeadow Locomotive Precinct has long been overlooked. However, its proximity to a key transport node, combined with a rich collection of heritage assets, creates a unique opportunity to reimagine the site as a destination of regional significance.
At the heart of the vision is the adaptive reuse of these heritage structures, repurposing and reinventing them to serve a new generation of users. This approach enables the creation of a place that feels both authentic and forward-looking, blending old and new to deliver a distinct identity. The ambition is to create a precinct that supports everyday life for residents and workers, while offering enough character and cultural richness to attract visitors from beyond the region.
Through a unified vision, the project brings together a diverse mix of residential typologies, commercial and retail uses, and high-quality public spaces, carefully balanced to ensure financial viability without compromising on character or experience. The Place Vision established a clear framework, including a Place Purpose, Guiding Principles, Vision, Pillars and Recommendations to guide masterplanning and delivery.
